Family reunites with missing daughter after 51 years

For those like me who need closure. She was kidnapped by a baby sister who answered an advert and said her name was Ruth Johnson. The woman who raised her said she bought her from an old lady for $500. And nobody is probably going to be charged because the statute of limitations is 20 years. Which seems strange that should matter. If you still have the child isn’t it still actively kidnapping?
